City of Newport
Resumption of fluoridation of the City of Newport water supply.
Question
Shall the City of Newport resume fluoridation of the city water supply?
Summary
The City of Newport supplies water to city residents and businesses. In the past, the City of Newport fluoridated the city water supply. Currently, the city water supply is not being fluoridated.
This measure requires the City of Newport to resume fluoridation of the city water supply. The measure requires fluoridation at state and federal recommended levels. The measure is a referral of Ordinance Number 2088, adopted by the City Council on February 1, 2016. The date for the resumption of fluoridation of the city water supply will be established by a resolution of the City Council. Fluoridation products used in the city water supply must meet NSF International standards. The measure requires recordkeeping and testing of the city water supply in accordance with state and federal standards. The measure also requires the city to conduct tests for fluoridation levels in the city water supply in accordance with state and federal requirements. Preliminary cost estimates are approximately $300,000 for implementation. Initial estimates for operations are $18,000 annually. Costs are paid through water rates in the city budget.
Lincoln County
Increases Lincoln County transient lodging tax from 9% to 10%.
Question
Shall the County lodging tax be increased by 1%, with revenues for fairgrounds redevelopment and operations or similar projects?
Summary
Since 2007, Lincoln County has levied a voter-approved 9% tax on transient lodging. It is paid for by tourists, business travelers, and other visitors. Currently, a portion of the tax revenues is dedicated to tourism promotion, economic development, support for the Oregon Coast Aquarium, and a Fairgrounds Facilities Improvement Fund. This measure would enact Ordinance Number 485 to increase the transient room tax by 1%, from 9% to 10%. It is estimated the increase would raise $176,000 annually. The additional revenue would be available for future fairgrounds redevelopment and operations, or similar facilities and operations throughout the County. A "Yes" vote enacts Ordinance Number 485 and increases the County transient lodging tax to 10%. A "No" vote keeps it at 9%.
Proposed Siletz Area Enhanced Law Enforcement Service District

Shall the County form Siletz Area Enhanced Law Enforcement Service District, and adopt a permanent rate levy of $1.31 per $1,000 beginning Fiscal Year 2016 to 2017?
Summary
At the request of the City of Siletz, the Siletz Tribe, and the surrounding community, Lincoln County initiated the formation of the Siletz Area Enhanced Law Enforcement Service District and the adoption of a permanent District tax rate levy, both subject to voter approval in a single vote. The intent of this measure is to provide the District with enhanced law enforcement services through the Lincoln County Sheriff's Office. Supplemental funding is to be provided by the Siletz Tribe under contract with the District. The District formation was approved by the Siletz City Council. The District boundaries are the same as the existing boundaries of the Siletz Rural Fire Protection District.
Approval of this measure authorizes the formation of the Siletz Area Enhanced Law Enforcement Service District and adopts a permanent District rate levy of $1.31 per $1,000 of assessed value beginning Fiscal Year (FY) 2016 to 2017. A "yes" vote forms the District and establishes the District tax rate levy. A "no" vote will reject both the District formation and the establishment of the tax rate levy.
Proposed Southwest Lincoln County Water People's Utility District

Question
Should the Southwest Lincoln County Water People's Utility District be formed?
Summary
At the request of petitioners, this measure would create a People's Utility District (PUD) to provide domestic water service in the area currently served by the Southwest Lincoln County Water District. The PUD is intended to replace the Southwest Lincoln County Water District as the water service provider. The boundaries of the proposed PUD will be the same as the existing boundaries of the Southwest Lincoln County Water District.
The PUD would be governed by a five-member Board of Directors elected from the PUD. The PUD would have the power to provide water services and set water rates. The PUD does not propose to provide electricity services. Formation does not include a tax levy. For the area that is within both the City of Waldport and the proposed PUD boundaries (the overlap area), a majority of electors in the overlap area must approve the formation of the PUD for the overlap area to be included within the PUD.
Central Oregon Coast Fire & Rescue District (COCF&RD)

Shall COCF&RD levy $1.27 per $1000 assessed value for five years, beginning in 2016 to 2017, for operations?
This measure may cause property taxes to increase by more than 3%.
Summary
Approval of this measure would subject tax-assessable property in the Central Oregon Coast Fire and Rescue District to additional property taxation for five years in the amount of one dollar and twenty-seven cents per $1000 assessed property value (tax years 2016 to 2017 through 2020 to 2021).
It is estimated that this measure would raise approximately $439,384 in tax revenues for 2016 to 2017, $452,566 in tax revenues for 2017 to 2018, $466,142 in tax revenues for 2018 to 2019, $480,126 in tax revenues for 2019 to 2020, and $494,530 in tax revenues for 2020 to 2021.
Revenues would be used by the Central Oregon Coast Fire and Rescue District to fund its fire, rescue, and Emergency Medical Services operations.
