Testimony was to be directed to the applicable criteria noted in the staff report or other criteria the party believed apply to the subject request. Failure to raise an issue in writing, or failure to provide statements or evidence sufficient to afford the Planning Commission an opportunity to respond to the issue, precludes appeal to the Land Use Board of Appeals on that issue
