1. SITE ANALYSIS

 

There have been 14 potential sites identified as possible locations for an events center and/or fairgrounds. To be considered for more comprehensive evaluation, the sites were subjected to a fatal flaw assessment. The four (4) factors used were:

    1. Is the property of adequate size?
    2. Will city or special district sewer and water service be available by the start of construction, assumed to be 2001?
    3. Is there a high probability that proper zoning can be obtained for the project and a development plan approved?
    4. Is there a high probability that the property would be available for purchase, lease, or joint development?

It has been concluded that the sites evaluated potentially meet these criteria. This assumes that sewer and water service will be extended to the South Beach area of Newport by 2001, as currently planned. The Waldport property subsequently described may not meet these criteria. Other development planned for the same area will help determine whether or not these services are provided in a timely manner.

Sites

The sites selected for evaluation include five (5) in Lincoln City; six (6) in Newport; and one (1) each in the north central (near Siletz Bay Airport); south central (north of Waldport); and east county (between Toledo and Siletz). These sites are shown in Appendix D., and are discussed next.

  1. Lincoln City: Highway 101, Between D River and NW 40th Street
  2. This is an area, not a specific site. It was selected because of its proximity to the conference-grade hotels and motels in the area. Required would be a redevelopment project. A good location in this area would be that property near the community center, fronting on Highway 101. This site is briefly described next.

    This site is located in the city of Lincoln City, east of Highway 101, south of NE 22nd Street. The area sits near the community center and swimming pool. This area is covered with trees and vegetation and is sloping in areas, but not steeply. Major utilities are nearby, but are not located on site. This site has good vehicular access from 22nd Street. The surrounding area consists mainly of wooded area with some residential housing.

  3. Lincoln City: Highway 101, Between 32nd Street and Siletz Bay
  4. This also is an area rather than a specific site. It was selected because of its proximity to several conference-grade hotels and motels. A redevelopment project would be required.

  5. Lincoln City: NW 23rd Street
  6. This site is located in Lincoln City, east of Highway 101 and off SE 23rd Street. This area is very wooded and is steep in areas. There is no pedestrian access to the site, and 23rd Street supplies vehicular access. Major utilities are located nearby, but are not on the site. The surrounding area mainly consists of a wooded area and a few residential houses.

  7. Lincoln City: Devils Lake Road, North of Factory Stores at Lincoln City
  8. This would be a redevelopment project. The site is located in Lincoln City, east of Highway 101 and off Devils Lake Road. The area sits across from a factory outlet shopping area and down the road from the post office. This area is level and part of it is wooded. This site has good vehicular access from Devils Lake Road and pedestrian access from the sidewalk along the road. Major utilities are nearby, but do not appear to be on the site. The surrounding area mainly consists of businesses and shops, but there is some residential housing to the east.

  9. Lincoln City: High School Drive, West of High School
  10. This site is located in Lincoln City, east of Highway 101 and off of High School Drive. This site sits behind a movie theater and across the street from the high school. The area is covered in trees and vegetation, and is mainly flat, but it does slope steeply to the east end. The site has good vehicular access because it sits on a corner. The site has pedestrian access to the east side, and major utilities are located nearby. The surrounding area consists of some wooded areas to the north and south, the high school building is to the east, and some residential housing is further down the street.

  11. North Central County: Highway 101, Between Highway and Siletz Bay Airport
  12. This property fronts on Highway 101, and lies between the roadway and the Siletz Bay Airport. The county general plan shows residential development on this site. It is very close to Western Salishan Lodge and Golf Resort.

  13. Newport: Fairgrounds
  14. This site is located in the City of Newport, east of Highway 101 and north of Highway 20. It sits behind the Newport High School and next to NE 7th Street. This area is very accessible by car, but, without any sidewalks leading to the area, pedestrian access would be difficult. Several buildings sit on this level site, and all major utilities are also present. This area contains little vegetation, except for a few trees inside the site and several street trees. The surrounding area is developed with residential houses and a few businesses.

  15. Newport: Performing Arts Center
  16. This option would constitute a joint development with the existing Performing Arts Center. The acquisition of additional property would be required so that the combined site would be bounded by W. Olive, NW Coast, and SW 2nd Streets. To the west, the site could be as currently configured, or it could extend to Dolphin Street, with the purchase of the Dolphin House. The development of a parking structure would be necessitated.

  17. Newport: Bunn Property
  18. This site is located in the City of Newport, south of Yaquina Bay Bridge, and just off the west side of Highway 101. The area is sandy, open, and relatively level. The area appears to contain all major utilities. Vehicular access consists of two roads that lead to the site, one to the north, and one to the south. The site does not have any pedestrian access. The surrounding areas are developed mainly with residential housing and some businesses to the south.

  19. Newport: Port Property
  20. This site is located in the City of Newport, east of Highway 101 and south of the Yaquina Bay Bridge.. It is a sandy and relatively level area that sits next to the bay and is across the street from the OSU Hatfield Marine Science Center. Major utilities are nearby, but do not appear to be onsite. Vehicular access consists of one road at the east end; there is no pedestrian access to the site.

  21. Newport: Highway 101 and Ready Mix Site (South Beach)
  22. This site is located in the City of Newport, next to Highway 101 and near the Mike Miller Park Trail entrance. The area is open and level. The site sits up against wooded areas to the east and south. All major utilities are present. Vehicular access is good, but no pedestrian access is available. The surrounding area is mainly wooded, but some small businesses are located to the north.

  23. Newport: Airport Area
  24. This site is located in the City of Newport, between Highway 101 and the Newport Airport. It is covered with trees and vegetation and is steep in areas. The site has good vehicular access because it sits right on Highway 101, however, there is no pedestrian access. Major utilities are near the site, but are not onsite. The surrounding area is mainly wooded, with the exception of the airport and some residential housing across Highway 101.

  25. East County: Highway 229, Between Toledo and Siletz
  26. This is an area, rather than a specific site. A preferable location would be at or near the junction of Highways 20 and 229. This area appears to be in a flood plain. It would not be advantageous to go too far north because the proximity to both the resident base and traffic diminishes.

  27. South Central County: Highway 101, 1.0—1.5 Miles North of Waldport

This site lies along the east side of Highway 101, about 1.0 miles north of Waldport. The site consists of 135 acres. It does not currently have water and sewer service, which would be required for fairgrounds-use of the property.

Criteria

There were 17 evaluation criteria used in this assessment. Each site was not subjected to all of the criteria. The fairgrounds-only sites were subjected to 14 of the criteria, and the events-center combinations, to 15. These criteria are shown next, along with their weighted value. Those noted as a # designation were not applied to fairgrounds-only sites, and those with a * were not applied to the events-center combinations.

A five (5)-point scale was used to apply the criteria, with 4 being the highest score and 0 being the lowest score. The sites with the higher scores are considered more appropriate for these projects than the one’s with the lower scores. Shown next is the scale values within each criterion.

 

 

Evaluation

In Table VI-1, evaluation criteria are applied to potential sites. Generated is a score for each of the sites. The scores are not as important as the relative ranking of the sites. The top sites are shown below for these facility types and locations:
