Lincoln County will receive sealed proposals for the following:
2016 Little Switzerland Road Slide Repair – Retaining Wall
Little Switzerland Road MP 0.25
The work to be done under this contract consists of the following:
1. Implement temporary traffic control and erosion control measures.
2. Remove, protect, stockpile and reinstall existing floating docks.
3. Construct tieback retaining wall Structure No. 22311.
4. Install loose riprap backfill.
5. Install subsurface drain.
6. Install 12 inch storm sewer pipe.
7. Construct crushed aggregate base and asphalt wearing surface.
8. Install Guardrail.
9. Remove and reinstall existing signs.
10. Install permanent seeding.
11. Perform additional and incidental work as called for by the Specifications and Plans
and as required to provide a complete Project.
Estimated cost range $1,500,000 - $2,000,000
Proposals will be accepted until 2:00 P.M., November 16, 2016, and Disclosure of First-Tier Subcontractors forms will be accepted until 4:00 P.M., November 16, 2016. The proposals will be opened and publicly read at 2:00 P.M., November 16, 2016, in the Lincoln County Road Department Conference Room, at the Lincoln County Road Department, 880 NE 7th Street, Newport, Oregon 97365.
Plans and Specifications may be obtained at the office of Lincoln County Road Department, 880 NE 7th Street, Newport, Oregon 97365 (ph: 541-265-5747). There is a non-refundable $20.00 charge for each hard copy set of plans and specifications obtained from the Road Department, however, an electronic version of the plans and specifications can be obtained from the County’s web site at http://www.co.lincoln.or.us/publicworks, at no charge.
Only those bidders who request to be added to the County’s Plan Holders list will be directly notified of addendums or clarifications that might be issued. Addendums and clarifications will be posted to the County’s web site and the Plan Centers will be notified. It is the Bidder’s sole responsibility to incorporate all addendums into the final submitted bid. Signed copies of the addendums and clarifications must be attached to the bid submittal at the time of the bid opening. Failure to include all posted addendums and/or clarifications will be cause to reject the bid.
No proposals shall be considered by Lincoln County unless the proposal contains the statement that the provisions required by ORS 279C.840 concerning payment of the prevailing rate of wages shall be included in the contract.
All bidders must be “Equal Opportunity Employers” and comply with the appropriate provisions of state and federal law. All bidders shall comply with ORS 656.017 regarding workers compensation.
No proposal shall be considered by Lincoln County unless the bidder is registered with the Construction Contractors Board under ORS 701.055. Contractor must also certify that all subcontractors performing work under this contract will be registered with the Construction Contractors Board in accordance with ORS 701.035 through ORS 701.055 before the subcontractors commence work.
OREGON PREFERENCE - Preference to goods or services that have been manufactured in this state shall be given in accordance with ORS 279A.120 (1) and (2), and reciprocal preference requirements of ORS 279A.120 (3) and (4) shall apply to the award of bids.
Proposals must indicate whether submitting firm is an Oregon resident firm.
Proposals are required for the entire work described herein. Each bid must be submitted on the required form and be accompanied by a cashier's check, certified check, or surety bond payable to “Lincoln County” in an amount equal to not less than ten percent (10%) of the amount of the bid.
Proposals and First-Tier Subcontractors forms must be sealed and directed to Steve Hodge at the Office of the Lincoln County Road Department, 880 NE 7th Street, Newport, Oregon 97365. The name of the bidder and "SEALED BID FOR LITTLE SWITZERLAND ROAD SLIDE REPAIR - RETAINING WALL, LINCOLN COUNTY PUBLIC WORKS, OR." must be clearly marked on the outside of the sealed envelope.
The Board of Commissioners reserves the right to reject any or all bids, to waive minor irregularities, and to award to the lowest responsible bidder.
