On November 25, 1999, just before midnight, the Lincoln County Board of Commissioners declared a state of emergency in Lincoln County due to extreme and severe flooding, and requested that the Governor issue a proclamation of the emergency in accordance with state law. At approximately 2 a.m. on November 26, 1999, Governor Kitzhaber issued such a proclamation. The following pictures were taken on the morning of November 26, 1999 by Lincoln County Sheriff John O'Brien while surveying the damage, and depict the severe flooding that existed on the Siletz River and adjoining properties and State Highway 229:
