Housing and Homelessness

This page is designed to be a portal to more information about agencies and services dedicated to helping hard-working families achieve home ownership in Lincoln County.

October 2007 marked the launch of "At Home in Lincoln County," a comprehensive plan to address both homelessness and housing affordability. The plan was an outgrowth of a county-wide summit held in October 2005.

Development of the plan was modeled on a national effort to encourage counties and cities to develop ten-year plans to end homelessness.

The extent of the county's housing affordability problem is illustrated in this "quick facts" sheet prepared by the Oregon Housing Alliance:

One of the projects that resulted from the plan was development of a Workforce Housing Tool Kit. Production of the tool kit was spearheaded by the Workforce Housing Committee, which saw a need for a comprehensive guidebook. This document provides information about local resources for potential homebuyers, renters, employers, local governments and the community. It can be found here:

The Lincoln Community Land Trust (LCLT) was created as another initiative of the ten-year plan. There are more than 200 land trusts around the country. They are dedicated to creating permanently affordable housing for middle-income individuals and families. More information about the LCLT can be found here: 

Lincoln County is a member of the Oregon Housing Alliance, a statewide coalition that includes a broad spectrum of housing advocates, including local governments, community action agencies, non-profit housing developers and social service agencies. Community Housing Services of Linn, Benton and Lincoln Counties offers a broad range of housing services, including home ownership education and counseling, home rehabilitation, weatherization programs, financial education and foreclosure prevention counseling. More information can be found here

The Lincoln Community Development Corporation has developed several projects to meet the housing needs of low income individuals and families and those with special needs:

The Housing Authority of Lincoln County is involved in the development and management of low-income housing projects and also provides educational programs for low income individuals. More information can be found here:

Habitat for Humanity of Lincoln County is a faith based non-profit ecumenical organization dedicated to the elimination of substantard housing. Habitat is dedicated to building simple, decent housing for and with low income people. More information about the Lincoln County chapter is here:
